6TH INTERNATIONAL ISTANBUL CHESS FESTIVAL

RULES AND REGULATIONS

• 1. GENERAL:

Rules of FIDE and TCF will be applied;

• 2. TOURNAMENT CATEGORIES:

The Festival will be played in categories below. Turkish players must have TCF license.

• i. Open Tournament:

Accelerated Swiss (Berlin) System; 9 rounds. Time control: 90'+30''/moves. Berlin System will be used. Players will be divided to two groups for first 2 rounds and pairings will be made in these groups separately and from the third round pairings will be made normally.

• ii. Universities Team Tournament (General and Women):

General Category Teams composed of 4 Players+1 Reserve Player; Women Category Teams composed of 2 players +1 Reserve Player. Board Order will be made by first ELO and then UKD rating. Round Robin or Swiss System; 9 Rounds 60'+30''/moves.

• iii. Under 16 Tournament:

Swiss System 9 Rounds 60'+30''/moves. It is open to all players age under 16, who born 01.01.1991 and after.

• iv. Blitz Tournament:

Swiss System 13 rounds. If participants less than 120, 12 rounds; if less than 80, 11 rounds. Open to all players.

• 3. PARTIPICATION-APPLICATION

• i. Entry fees (for all participants): Open: 30$; Under 16: 15$; Blitz: 10$. No fee for Players has title GM, IM, WGM, WIM, Turkish FM and WFM's and also Universities Team Tournament.

• ii. Entries dead line: 27th August 2007 till 17:00 hrs. Apply to the address below.

• iii. For information and questions Tournament Director Cem Pekün will be available from +90(533) 654 64 05

• iv. All pairings will be made by Swiss Manager Program

• 4. EVALUATION:

Open, University Team's and U-16 tournaments results will be send to FIDE and TCF for ELO and UKD calculations.

• 5. TIE BREAKS:

• i. Median-Buchholz (-1) , (-2), Berger, progressive-1, game between the players
• ii. If a player plays in more than one category, he or she may collect all the prizes or trophies.
• iii. For medals will be given for the 1st. 2nd. 3rd.) With the tie breaks mentioned above.
• iv. Money prizes, in cases of a tie of two or more participants, will be divided according to the Hort system.

• 6. PRIZES:

Total cash prizes of 40.000$ will be given according to categories and places above;

OPEN TOURNAMENT GENERAL CATEGORY PRIZES

* The first prize will be 7500 USD if player took 9 points.

BEST WOMEN PLAYERS PRIZES

BEST TURKISH PLAYERS WITH TURKISH NATIONAL RATING PRIZES

SPECIAL CATEGORY PRIZES

BLITZ TOURNAMENT PRIZES ($): Total prize of 2500 $ will be shared with the 10 % of the total participants.

• 7. APPEALS COMITTEE:

     Committee evaluates the problems in question according to the TCF Rules. Appeals must be made within the 15 minutes after the game has finished. Appeals must be made in written to Chief Arbiter. 30$ must be enclosed with the appeal.

• 8. ACCOMODATION:

• i. Special Accommodation conditions will be given for the Players with the titles of GM and WGM who will contact with the organization. The players who will participate to University Team Tournament from other cities will be accommodated but All players must make an application till 27^th of August at 17:00. Every University Team and players of the Teams must have a written approval from their university. Organization committee will not be responsible for the players without a written approval.

• 9. SPECIAL CONDITIONS:

• ii. All cell phones must be switch off before entering the tournament hall.
• iii. Photos may be taken only in the first 10 minutes of the games.
• iv. Participants should read the rules and accept them before the technical meeting.
